The Germany clue makes me think Marlene Dietrich.

Very good! I thought I'd better give some decent clues because this picture doesn't resemble those chiseled cheekbones of hers that she has later in life. But I could see "her" in her eyes, but then I knew who it was.

Hey, if you look really close...I'm sure that's the partial shadow of a carrot you can see at the edge! Yep. No doubt about it.

I going to take a wild stab and say Harold Lloyd? Something looks distinctive about that area above the eyes.
