This is more "funny" as in SUPER WEIRD. If this is real, he must have been a serious pest. Unfortunately, I do not know which magazine this came from.

As to the first prank, what was it I wonder that was such a scandal about shaving in public (though admittedly a little odd)? And why would it attract crowds? And result in a heavy fine?? Today, such strange things go on that no one would probably give him a second glance.

There are still some odd laws in England, but I think this one was because he was deliberately causing a spectacle.
