If you really, really like ruffles, Phyllis Haver might have the outfit for you! A dark colored dress with light and dark colored ruffles on the neckline, and on the end of the short sleeves; four large buttons running down the right hand side of the torso; a wrap style skirt with larger, light and dark colored ruffles ruffles along the hem; a dark colored cloche hat with a low set feather corsage; dark colored shoes tied with a light colored ribbon laces; and what appears to be a garter belt with... more ruffles!
Too many ruffles for my taste If it was just the ruffles on the skirt, I'd be set. Ruffles on the collar and sleeves look like they would be too itchy. I do like the contrast between the dark and light colors. Once again, this might be 1927.

The ever glamourous Billie Dove! The focus of this late 20s outfit is a simple belted coat, with fur cuffs and collar; light colored shoes with bedazzled buckles; a light colored beret(?) style hat; light colored gloves with black seam lines. All in all, a simple but very chic look, with the only patterns being the embroidery visible on the wrists and the collar of the blouse peeking through the coats neckline.

To be very honest, I don't like her dress even her overall look is so tacky.
Marilyn Monroe, was the true diva back in 20's. there is no other like her & her sense of fashion.
