Yes, think it is, because I can see other brand names of the same thing. My guess is it's just mica ground up into small particles to give a shiny effect like when sprinkled over white, cottony material. I tried to find a photo of what it would look like applied, but couldn't.
I remember when I was a child that we used to have a Christmas tree skirt made out of white batting-like material with kind of like colored glitter like pieces sprinkled onto it. It must have been something like that.

So this is where it all started. That's an interesting ad. It looks like the artists drawing up the ad didn't have full information on the characters yet. Notice how Rudolph looks completely different. And the narrator Snowman looks a little different, too. Doesn't he have more of a defined goatee?
That G on General looks unusual, doesn't it? I don't think I've ever seen it that way.
That looks somewhat like the head elf, you know the one who's always fretting about the elves underperforming. I don't remember if he has a name.
