Yes it is. I think that is G. M. Anderson is on the horse firing the gun, and that's Florence Lawrence in the big hat in the left balloon right above the trolley. I recognize a couple more, but I can't name them offhand.

I am not sure if this was submitted by a fan or drawn by magazine staff, but this image accompanied G. M. Anderson's Chats with the Players of June 1913 in Motion Picture Story Magazine.
