The comic actor Douglas MacLean visits Harold Lloyd on the set of Lloyd's comedy short "High and Dizzy." I'm think I'm getting high and dizzy just looking at this.
By the way, Ben Model has a new Kickstarter going to make a dvd of some of the mostly forgotten MacLeans' extant features. That's where I got this photo.

I would guess in Los Angeles. The street looks similar to the one in Safety Last.
