That's certainly a mysterious and evocative cover!
John and Mary (John Lombardo and Mary Ramsey) were a folk duo who split off from 10,000 Maniacs and had some interesting cd covers. I used to have a copy of The Weedkiller's Daughter, but I've not heard anything from The Pinwheel Galaxy.
